WEST COAST STAMP COMPANY, LLC, referred to in these Terms and Conditions as “West Coast Stamps,” “West Coast Stamp Company,” “we,” “us,” or “our,” operates a business that involves buying, selling, appraising, identifying, reviewing, and evaluating stamps, stamp collections, postage, postal history, covers, philatelic material, and other related items.

Some of our services may be available through one or more websites, including westcoaststamps.com.

By visiting our website, using our website, submitting information to us, purchasing a service, submitting images, requesting an appraisal, sending items to us, accepting an offer, communicating with us, or otherwise accessing any information, resources, services, products, tools, forms, checkout pages, or communications offered by us, collectively referred to as the “Services,” you acknowledge, agree, and accept these Terms and Conditions, which constitute an agreement between you and West Coast Stamp Company, LLC.

These Terms and Conditions may be changed from time to time without prior notice. It is your responsibility to review these Terms periodically. Your continued use of our website or Services after any changes are posted constitutes your acceptance of the revised Terms and Conditions.

Responsible Use and Conduct of Our Services

You agree to use the Services only for lawful purposes and only as permitted by these Terms and Conditions, applicable law, and generally accepted business practices.

You agree that any information, images, descriptions, documents, order details, billing information, shipping information, contact information, or other materials you provide to us will be accurate, truthful, current, and complete.

You are solely responsible for all activity that occurs under any account you create or manage, any order you place, any material you submit, and any communication you send to us.

You agree not to use the Services in any manner that is illegal, fraudulent, deceptive, abusive, harmful, misleading, or otherwise inappropriate. You agree not to submit altered, misleading, fraudulent, stolen, counterfeit, forged, or unlawful material.

You are solely responsible for any losses that result from your unauthorized, unlawful, inaccurate, or improper conduct. You agree to indemnify and hold harmless West Coast Stamp Company, LLC and its owners, officers, employees, contractors, agents, affiliates, service providers, and representatives from and against all claims, losses, expenses, damages, liabilities, costs, and reasonable attorneys’ fees resulting from your violation of these Terms and Conditions.

Online Purchases and Payment

Certain Services may be available for purchase through our website. These may include, without limitation, Single Stamp Appraisals, Stamp Collection Appraisals, or other appraisal, review, identification, valuation, consultation, or related services.

By placing an order through our website, you agree to provide current, complete, and accurate billing, contact, and order information.

You authorize West Coast Stamp Company, LLC and its third-party payment processors to charge the payment method you provide for the total amount shown at checkout, including any applicable taxes, fees, or charges disclosed at the time of purchase.

All prices are listed in U.S. dollars unless otherwise stated. We reserve the right to change pricing, modify Services, correct pricing errors, refuse orders, cancel orders, or discontinue any product or Service at any time.

Payment processing may be handled by third-party payment processors. We do not guarantee that any particular payment method will be available at all times. A purchase is not accepted until payment has been authorized and the order has been confirmed.

If a payment is declined, reversed, disputed, charged back, flagged for fraud review, or otherwise not completed, we may suspend, cancel, delay, or withhold the related Service.

Paid Appraisal Services

The Services offered by West Coast Stamp Company, LLC may include, from time to time, appraisal, identification, valuation, review, or other similar evaluation services for stamps, groups of stamps, stamp collections, postal history, covers, unused postage, collectibles, or other related material, either individually or in groups.

Appraisal Services may be offered for a fee or free of charge, as described in writing when such Services are offered. Paid Appraisal Services may include, without limitation, Single Stamp Appraisals, Stamp Collection Appraisals, remote image-based appraisals, written appraisal opinions, purchase offers, catalogue identification, condition opinions, grade opinions, estimated retail values, estimated wholesale values, and other value-related opinions.

Unless otherwise stated in writing, online Appraisal Services are performed remotely based on the photographs, descriptions, and information submitted by you. You acknowledge that remote image-based appraisals are limited by the quality, clarity, completeness, lighting, angle, resolution, and accuracy of the images and information you provide.

West Coast Stamp Company, LLC is not required to physically inspect any item in order to provide an online Appraisal Service unless we expressly state otherwise in writing. If physical inspection is required, you must contact us and receive written instructions before shipping any items to us.

All appraisals, identifications, grades, condition assessments, catalogue values, estimated retail values, estimated wholesale values, and purchase offers are the sole opinion of West Coast Stamp Company, LLC.

Appraisal opinions may vary from other dealers, auction houses, grading services, expert committees, catalogue publishers, collectors, or buyers.

An appraisal is not a guarantee of sale price, marketability, authenticity, grade, condition, catalogue value, auction result, insurance replacement value, tax value, estate value, donation value, or future value. Market prices for stamps and stamp collections may fluctuate based on demand, condition, rarity, certification status, buyer interest, venue of sale, timing, and other market factors.

West Coast Stamp Company, LLC may decline to provide an appraisal, request additional information, request additional images, or determine that the submitted images or information are insufficient to complete the requested Service.

Single Stamp Appraisals

A Single Stamp Appraisal is intended for the review of one individual stamp, unless otherwise stated on the applicable product page or in writing.

A Single Stamp Appraisal may include, depending on the service description, Scott Catalogue number identification, potential alternative catalogue numbers, condition analysis, centering grade, Scott Catalogue value, estimated retail value, and a purchase offer.

You are responsible for submitting clear images of both the front and back of the stamp. If the images are unclear, incomplete, improperly cropped, distorted, altered, or otherwise insufficient, the appraisal may be limited.

Delivery times stated for Single Stamp Appraisals are estimates only unless expressly stated otherwise in writing.

Stamp Collection Appraisals

A Stamp Collection Appraisal is intended for a broad review of a stamp collection, group of stamps, album, stock book, accumulation, estate group, or similar group of philatelic material, unless otherwise stated on the applicable product page or in writing.

A Stamp Collection Appraisal may include, depending on the service description, a general condition analysis, estimated wholesale value, estimated retail value, and a purchase offer.

Individual stamp identification and individual stamp values are not included in Stamp Collection Appraisals unless expressly stated otherwise in writing. To obtain identification and valuation for a specific individual stamp, you must purchase a Single Stamp Appraisal or another service that expressly includes individual stamp identification and valuation.

You are responsible for submitting clear, complete, and representative images of the collection. If your submitted images do not show the most valuable material, do not show enough of the collection, omit important items, or are unclear, incomplete, distorted, altered, or otherwise insufficient, the appraisal may be limited.

Delivery times stated for Stamp Collection Appraisals are estimates only unless expressly stated otherwise in writing.

Customer-Submitted Images and Information

You are solely responsible for the accuracy, completeness, ownership, legality, and reliability of all images, descriptions, documents, and information you submit to us.

You represent and warrant that you own or have the legal right to submit any images, descriptions, documents, or materials provided to West Coast Stamp Company, LLC and that your submission does not violate the rights of any third party.

You grant West Coast Stamp Company, LLC the right to review, store, copy, internally use, and reference submitted images and information as reasonably necessary to provide the requested Service, maintain business records, respond to disputes, comply with legal obligations, prevent fraud, improve internal processes, and enforce these Terms and Conditions.

You should not submit unrelated personal documents, financial account information, government identification numbers, passwords, private family records, or other sensitive information unless specifically requested by us.

West Coast Stamp Company, LLC is not responsible for inaccurate, incomplete, or unreliable appraisal results caused by unclear images, missing information, altered images, misleading descriptions, hidden faults, undisclosed repairs, inaccurate ownership claims, cropped images, poor lighting, low resolution, or other information not reasonably visible or available to us.

Delivery of Appraisal Results

Appraisal results may be delivered by email, customer account, website portal, upload system, or another method determined by West Coast Stamp Company, LLC.

Any delivery times stated on the website, product page, checkout page, order confirmation, or in communications are estimates only unless expressly stated otherwise in writing.

Delivery may be delayed by incomplete submissions, unclear images, high order volume, technical issues, payment review, fraud review, holidays, weekends, requests for additional information, or other circumstances outside our reasonable control.

West Coast Stamp Company, LLC is not responsible for delays caused by incorrect email addresses, spam filters, email delivery issues, customer failure to respond, incomplete submissions, technical issues, upload failures, payment delays, or third-party service interruptions.

No Refunds for Appraisal Services

All paid Appraisal Services are non-refundable once purchased, except where a refund is required by applicable law or expressly approved by West Coast Stamp Company, LLC in writing.

Because Appraisal Services require time, review, research, professional judgment, preparation, and delivery of an opinion, you agree that Appraisal Services are final and non-refundable.

You are responsible for submitting clear, accurate, complete, and relevant images and information. Failure to provide sufficient images, accurate information, or complete details does not entitle you to a refund.

If we request additional images or information and you fail to provide them, we may complete the appraisal based on the information available, delay the appraisal, or decline to complete the appraisal, in our sole discretion. Such circumstances do not entitle you to a refund unless we expressly agree otherwise in writing.

If you wish to cancel a pending appraisal order before work has begun, you must contact us as soon as possible. Cancellation requests are not guaranteed. We reserve the right to deny a cancellation request if the appraisal process has already begun, if the appraisal has already been completed, or if the appraisal has already been delivered.

Purchase Offers

As part of an Appraisal Service, West Coast Stamp Company, LLC may, in its sole discretion, provide a purchase offer for the submitted stamp, stamp collection, or other material.

A purchase offer is not guaranteed. We may decline to make a purchase offer for any item or collection for any reason or no reason.

A purchase offer of $0 means that West Coast Stamp Company, LLC is not interested in purchasing or acquiring the submitted material for its own inventory or stock. A $0 purchase offer does not necessarily mean that the material has no collectible, catalogue, retail, wholesale, sentimental, or other value.

Any purchase offer is separate from the appraisal opinion. An estimated retail value, catalogue value, wholesale value, or other stated value does not obligate West Coast Stamp Company, LLC to purchase the item for that amount or for any amount.

Unless otherwise stated in writing, any purchase offer is based on West Coast Stamp Company’s own business needs, resale ability, inventory requirements, condition standards, current demand, available capital, risk evaluation, and sole discretion.

Any purchase offer may be withdrawn, modified, or allowed to expire according to the terms stated in the written offer.

Chargebacks and Payment Disputes

If you dispute a valid charge, initiate a chargeback, reverse a payment, or otherwise challenge payment for a Service that was ordered or provided, we reserve the right to suspend or terminate access to the related Service, withhold appraisal results, decline future orders, submit evidence to the payment processor, and pursue any remedies available under these Terms and Conditions or applicable law.

You agree to contact us first at the contact information provided on our website to attempt to resolve any billing issue before initiating a chargeback or payment dispute.

Initiating a chargeback or payment dispute does not cancel these Terms and Conditions, does not waive our rights, and does not automatically entitle you to a refund.

Sending Us Your Stamps for Sale

The Services offered by West Coast Stamp Company, LLC may include, from time to time, the invitation for you to send to us stamps, stamp collections, rare stamps, unused postage, forever stamps, postal history, covers, or other similar items, collectively referred to as “Stamps.”

Any solicitation by us requesting Stamps shall not be a legally binding offer to purchase any item.

If you send us Stamps, it shall be considered a request by you for our inspection, review, and examination of such Stamps, as well as an invitation by you for us to make an offer to purchase such items.

Any items you send must be accompanied by all information requested by us. We may require a completed packing slip, written communication, or other identifying information before reviewing or accepting any items.

After receipt and inspection of your Stamps, West Coast Stamp Company, LLC may elect to extend a written offer to purchase your Stamps at a price determined in our sole discretion. Alternatively, West Coast Stamp Company, LLC may elect for any reason, or no reason whatsoever, to decline to make an offer to purchase any Stamps sent to us.

In general, Stamps sent to us should be free of excessive damage, creasing, stains, moisture damage, mold, or other material defects in order to increase the likelihood that we make an offer to purchase them. All purchase offers are based on our evaluation of authenticity, condition, quality, resale ability, market demand, inventory needs, and general market conditions that may affect value.

Accepted Offers and Payment

If we extend an offer to purchase your Stamps, such offer will be provided in a written communication. You will have the opportunity to accept the offer or decline the offer by written response.

Unless otherwise stated in the written offer, all offers to purchase Stamps will remain open for acceptance by you for the longer of ten days from the date of the offer or such other time stated in the written communication making the offer.

If you accept an offer from us to purchase your Stamps before expiration of the offer, we will thereafter issue payment to you in the manner requested by you and approved by us. If you do not select a payment method, payment may be made by regular bank check sent by mail or by such other manner that we determine reasonable.

You agree that all fees and costs associated with our purchase of your Stamps will be paid by you as disclosed to you in writing. Such fees and costs may be subtracted from the purchase price stated in the offer. You acknowledge and agree that the amount of payment may be the net amount of the offer less all disclosed fees and costs.

Declined or Expired Offers and Return of Stamps

Once an offer from us expires, it may not be accepted thereafter. If an offer is declined by you, the offer is terminated and may not be accepted thereafter.

If you decline an offer from us to purchase your Stamps, or if you do not accept an offer before it expires, then we may return the items sent to us, subject to these Terms and Conditions and any written instructions provided by us.

All returned items will be securely packaged and shipped by us to you using a method we determine reasonable.

We may pay return shipping costs for Stamps that we did not offer to purchase, unless otherwise stated in writing.

You may be responsible for all costs and expenses of return shipping for Stamps that we did offer to purchase but which were not purchased because the offer expired, was rejected, or was otherwise not completed. We may send you an invoice for return shipping fees and costs that are your responsibility. The return shipping invoice must be paid in full before your Stamps will be sent to you.

Shipping and Risk of Loss

In any transaction that requires shipment, mailing, or other transport of any item from you to West Coast Stamp Company, LLC, you are solely responsible for the costs of shipment and all related services, including insurance coverage, unless otherwise agreed in writing.

Any unpaid shipments, pay-on-delivery shipments, collect-on-delivery shipments, or other similar shipping methods may be refused by us.

In the case of items being shipped to us, all risk of loss shall remain with the sender of the items until the shipped items are received and accepted by us.

We recommend that you ship all items in a manner that protects against physical damage, moisture, theft, loss, and mishandling. We recommend that you adequately insure all shipments sent to us. We recommend that all shipments be sent by a trackable delivery service.

In the case of items being shipped to you by us, such as return items that are not purchased by us, the risk of loss shall pass from us to you when shipped items are deposited by us with the shipping company, postal carrier, or shipping agent.

Ownership of Items

You may only send West Coast Stamp Company, LLC items that you legally own and have the right to sell.

The items you send will remain your property until you accept an offer from us and payment is issued to you in the manner requested or in the manner provided in these Terms and Conditions.

Once payment has been issued, title to any items for which payment is made will pass to West Coast Stamp Company, LLC. All sales are final. We will not return any property after payment has been issued for the purchase of that property.

Representations, Warranties, and Acknowledgment

When you use any of our Services, including offering items for sale, purchasing Appraisal Services, submitting images, submitting descriptions, or sending items to us, you represent and warrant to West Coast Stamp Company, LLC that:

  1. You are at least 18 years old.
  2. You have accurately and truthfully represented your identity to us.
  3. You have provided truthful and accurate information regarding all items submitted, sent, or offered to us.
  4. You are the owner or authorized representative with the legal right to sell, submit, or request review of any items offered, submitted, or sent to us.
  5. You are not aware of any facts that would cause any transfer, sale, submission, shipment, review, or appraisal of the items to breach any legal obligation or violate any applicable law.
  6. The items you submit, offer, or send are not counterfeit, replica, forged, stolen, unlawfully obtained, subject to a competing ownership claim, or otherwise not genuine, unless clearly disclosed by you in writing.

You acknowledge that West Coast Stamp Company, LLC may be subject to laws, regulations, and administrative enforcement related to claims of theft, counterfeit material, forged material, unlawful possession, improper transfer, or other legal issues.

West Coast Stamp Company, LLC handles reports of theft and all other indications of stolen property with concern for determining rightful ownership. We may cooperate with law enforcement in investigations related to claims of stolen property, counterfeit material, forged material, unlawful transfer, or other improper activity.

You acknowledge and agree that any items in the possession of West Coast Stamp Company, LLC, whether or not title has passed to us, may be subject to reporting, holding periods, or surrender to law enforcement as described in these Terms and Conditions.

You agree to hold West Coast Stamp Company, LLC and our agents, employees, contractors, owners, affiliates, and representatives harmless for any action we take consistent with these Terms and Conditions, including those described in our Security Measures.

Our Security Measures

All items sent to West Coast Stamp Company, LLC are subject to inspection by us before we offer to purchase any item. West Coast Stamp Company, LLC reserves the right to decline any transaction for any reason or no reason.

West Coast Stamp Company, LLC will not knowingly offer to purchase any item it believes to be high risk, fraudulent, illegal, counterfeit, forged, stolen, unlawfully obtained, or otherwise in violation of law or these Terms and Conditions.

West Coast Stamp Company, LLC reserves the right, without notice, to report its receipt or possession of any items that are believed to be counterfeit, forged, inauthentic, stolen, subject to court order, subject to request from a government agency or law enforcement, or otherwise unlawful, unethical, improper, or suspicious as determined by West Coast Stamp Company, LLC in its sole discretion.

West Coast Stamp Company, LLC may take additional actions to satisfy its internal security policies, including without limitation authentication of a seller’s personal information through third-party services, making copies or images of items received, retaining records, and retaining copies of communications indefinitely where permitted by law.

If West Coast Stamp Company, LLC cannot reasonably determine compliance with these Terms and Conditions, West Coast Stamp Company, LLC may take steps with regard to such items in order to comply with applicable law, prevent fraud, protect rightful owners, and protect our business.

Counterfeit Stamps

If you obtained your postage from any source other than the United States Postal Service, you should confirm that it is authentic before sending it to us.

We do not purchase or knowingly sell counterfeit postage. The purchase and sale of counterfeit United States postage may be a federal crime.

If we receive postage, stamps, or other material that we reasonably believe to be counterfeit, forged, altered, unlawful, or otherwise improper, we may take any steps required or permitted by law, including surrendering the material to the United States Postal Inspection Service, law enforcement, a court, or another government agency.

We are not responsible for any damage, loss, seizure, forfeiture, non-return, delay, or other consequence related to our surrender of counterfeit, forged, stolen, or suspicious material to law enforcement or another government agency.

If you send us counterfeit postage or other unlawful material, it may not be returned to you, and you will not be paid for it.

Holding Periods

West Coast Stamp Company, LLC may, in its sole discretion, hold any item sent to us for a period of up to 30 days after receipt, without payment to sender and without returning the item, where we determine that such hold is appropriate for security, verification, ownership, fraud-prevention, or legal reasons.

If your Stamps are subject to a discretionary 30-day hold period for security purposes, we will attempt to notify you.

If we receive a specific request from law enforcement, a court, a government agency, or another authority regarding items being held, West Coast Stamp Company, LLC reserves the right to hold items beyond 30 days and for as long as necessary to resolve the request or comply with applicable law.

Velocity Limits

As an additional security measure, West Coast Stamp Company, LLC may, but is not required to, impose transaction limits on some or all sellers relating to the value of any transaction or disbursement, the cumulative value of all transactions or disbursements during a period of time, or the number of transactions during a period of time, referred to as “Velocity Limits.”

For security reasons, West Coast Stamp Company, LLC does not disclose its Velocity Limits or the basis for determining its Velocity Limits.

Velocity Limits may take into account the nature, value, source, risk, and quantity of items involved in each transaction and may differ from seller to seller.

If a Velocity Limit is imposed, West Coast Stamp Company, LLC may notify you. West Coast Stamp Company, LLC will not be liable to any seller based on any Velocity Limit that we establish or impose.

Surrender to Law Enforcement

If we receive a subpoena, warrant, court order, government request, law enforcement request, regulatory demand, or other legally authorized request regarding any items, records, payment information, communications, images, or other materials in our possession, West Coast Stamp Company, LLC may comply with such request.

If your items are delivered by us to any such agency, your only recourse for damage, loss, recovery, or return of such property shall be against such agency and not against West Coast Stamp Company, LLC or our owners, officers, employees, contractors, agents, affiliates, service providers, or representatives.

No Guarantee and Limitation of Warranties

By using our Services, including accessing information on our website, purchasing Appraisal Services, submitting images, submitting items, or communicating with us, you understand and agree that we offer our Services “as is” and “as available.”

The Services may not meet your needs and may not be uninterrupted, timely, secure, or error-free. You understand and agree that use of the Services and any information obtained through the Services is done at your own discretion and risk.

We do not provide any warranty, guarantee, or condition of any kind except for those expressly outlined in these Terms and Conditions.

Without limiting the foregoing, you acknowledge and agree that appraisal opinions, value estimates, grade opinions, condition opinions, catalogue identifications, purchase offers, and related communications are subjective professional opinions only and are not guarantees, certifications, warranties, or promises of actual market value, sale price, authenticity, grade, condition, catalogue value, or future results.

IN CONJUNCTION WITH THIS LIMITATION OF WARRANTIES, YOU EXPRESSLY UNDERSTAND AND AGREE THAT ANY CLAIM AGAINST US SHALL BE LIMITED TO THE AMOUNT YOU PAID TO US OR RECEIVED IN PAYMENT FROM US, IF ANY, FOR THE SPECIFIC PRODUCT, SERVICE, OR TRANSACTION GIVING RISE TO THE CLAIM.

WEST COAST STAMP COMPANY, LLC WILL NOT BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, EXEMPLARY, OR PUNITIVE LOSS OR DAMAGES WHICH MAY BE INCURRED BY YOU AS A RESULT OF USING OUR SERVICES, PURCHASING APPRAISAL SERVICES, SUBMITTING IMAGES, RELYING ON AN APPRAISAL OPINION, RELYING ON A VALUE ESTIMATE, ACCEPTING OR DECLINING A PURCHASE OFFER, SHIPPING ITEMS, OR AS A RESULT OF ANY CHANGES, DATA LOSS, CORRUPTION, CANCELLATION, LOSS OF ACCESS, DOWNTIME, DELAY, ERROR, OR OMISSION, TO THE FULL EXTENT PERMITTED BY APPLICABLE LAW.

UNLESS OTHERWISE EXPRESSED IN WRITING, WEST COAST STAMP COMPANY, LLC EXPRESSLY DISCLAIMS ALL WARRANTIES AND CONDITIONS OF ANY KIND, WHETHER EXPRESS, IMPLIED, STATUTORY, OR OTHERWISE, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES AND CONDITIONS OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, ACCURACY, AUTHENTICITY, MARKETABILITY, AND VALUE.

Dispute Resolution

Any controversy or claim arising out of or relating to these Terms and Conditions, the User Agreement, your transactions with us, your use of our website, your purchase of Appraisal Services, your submission of images, your submission of items, your acceptance or rejection of offers, or the construction, existence, interpretation, validity, or breach of these Terms and Conditions shall be settled by mediation followed by arbitration administered under the rules of the American Arbitration Association under its Commercial Arbitration Rules.

Judgment upon the award rendered by an arbitrator may be entered in any court having jurisdiction thereof according to the terms of this agreement.

The place of arbitration shall be Fresno, California.

You acknowledge and agree that the subject matter of these Terms and Conditions involves unique collectibles and specialized opinion services and does not involve standardized consumable goods or services.

Copyrights and Trademarks

All content and materials available from us through our website or otherwise, including but not limited to text, graphics, website name, code, forms, images, photographs, logos, appraisal formats, appraisal templates, page layouts, service descriptions, and other materials are the intellectual property of West Coast Stamp Company, LLC or are used by us with permission.

Such materials are protected by applicable copyright, trademark, and other intellectual property laws.

Any inappropriate use, including but not limited to reproduction, distribution, display, copying, scraping, transmission, modification, or republication of any content from this site is strictly prohibited unless specifically authorized by us in writing.

Termination of Relationship With You

You agree that we may, at our sole discretion, suspend or terminate your access to all or part of our website and Services with or without notice and for any reason or no reason.

Any suspected illegal, fraudulent, abusive, deceptive, harmful, or improper activity may result in termination of your relationship with us and may be referred to appropriate law enforcement authorities.

Upon suspension or termination of your relationship with us, your right to use the Services will immediately cease. We reserve the right to remove or delete any information that you may have on file with us, including any account or login information, subject to our legal, accounting, fraud-prevention, recordkeeping, and business obligations.

Governing Law
